Gilman is a senior partner in the Global Integrity Group and works with governments around the world on issues of governance, integrity and anti-corruption. He retired from diplomatic service with the United Nations in October 2010. Since retirement, he has worked throughout the Middle East, South America and Eastern Europe, including a sixteen-month consultation in Morocco assisting their anti-corruption agency. He was Senior Anti-corruption advisor for UNDP in the Arab region through 2020 and was the senior adviser for Tunisia’s National Anti-corruption Strategy approved by government in December 2016. He has also been a senior adviser for the Serbian and Lebanese anti-corruption commissions. Since retiring, Gilman has had assignments with the Council of Europe, the Organization for Economic and Community Development and the World Bank. Before retiring from the UN, he was seconded to the World Bank as the Deputy Director of the Stolen Asset Recovery Initiative and Senior Advisor on governance and rule of law for the UN Office on Drugs and Crime. Before this, he was Head of the United Nations Global Programme against Corruption in Vienna, Austria. Dr. Gilman’s forty-five year career includes positions in major universities, government and non-profit organizations. His work has focused on integrity and anticorruption systems in government and the private sector. Dr. Gilman has provided counsel and training for a variety of senior leaders, from corporate chief executive officers to cabinet secretaries and ministers, from heads of anticorruption agencies to judges and prosecutors. In addition to his eleven-year academic career, he was an Adjunct Professor at Georgetown and George Washington Universities. In 1988, he was appointed the first Associate Director for Education at the United States Office of Government Ethics (OGE). Subsequently he served as Special Assistant to the Director of the OGE. He then served Director of Strategic Implementation with the Inspector General’s office of the U.S. Department of Treasury. He left government after being chosen to be the third President of the Ethics Resource Center (ERC), the oldest ethics center in the United States. ERC had five international centers. His leadership at the ERC resulted in close consultation relationships with Lockheed Martin, Merck Pharmaceuticals, Guardsmark, Royal Dutch Shell, American Express and other multinational corporations and governments. Dr. Gilman has been an adviser for state governments and federal agencies, for large corporations and non-profit organizations, as well as multinational organizations – such as the World Bank, the InterAmerican Development Bank, the Organization of American States, the Organization for Security and Cooperation in Europe and the OECD. Dr. Gilman has been an anti-corruption and integrity adviser for countries as diverse as Egypt, Japan, Myanmar, Morocco, South Africa, Serbia, Tunisia, Argentina, Qatar, Brazil, Turkey, Romania, Lebanon, Italy, Macedonia and the Philippines. He has received a number of awards and has coauthored several books and monographs. In 2018, he received a lifetime achievement award “for a career advancing ethics and integrity in public administration” by the American Society of Public Administration. The third edition of the best selling Ethics Challenge in Public Service, co-authored with Carol Lewis, was published in May 2012. He has published scholarly articles in a number of edited books as well as journals. In 2006, Dr. Gilman was elected to the National Academy of Public Administration in the United States. Dr. Gilman has given speeches and presentations on anti-corruption and ethics at universities, for governments and international forums around the world. He is often quoted in publications such as the Wall Street Journal, the Washington Post, the Chicago Tribune, the Financial Times, Los Angeles Times, the Toronto Star and even Sports Illustrated. He is a graduate of the University of New Orleans, and received his Ph.D. in 1974 from Miami University. He has completed post-doctoral work at the Center for Advanced Study in the Behavioral Sciences at Stanford University, the University of Virginia and Senior Managers in Government Program at Harvard University.
